MBA 2013 Bluetooth Mouse Pairing In Both OSX & Bootcamp - Windows

Does anyone know how to pair a mouse to work with both the OSX and Windows in Bootcamp mode without re-pairing the bluetooth mouse every time you switches the operating system on the Macbook Air 2013?

I have this same problem with a Bluetooth speaker. I can pair it in OS X or Windows 8.1 (bootcamp) but not both at the same time. I've seen some other threads talking about installing a different driver in windows, but I haven't tried it.
