Looking for something to write on PDFs as if they were paper

I want some app that I can use to draw on PDFs as if they were paper so I can avoid printing it and wasting trees. Like draw on them with something like Paint, rather than annotate with crappy clip art. Opening PDFs in GraphicConverter only gets the first page.

The new Preview sucks; the drawing thing likes to convert your line into something completely different, and if you want to write text you have to click on the bar to place a text box on the middle, then move it. Before you turn on the text thing, and click around to make text.
The other text thing doesn't work.

That's interesting but it just annotates like everything else, and to edit PDFs you need to buy premium.
I cant believe nobody has actually made something like this.
