Is there a way to hard download your iCloud backup aside from a restore onto a device

I want to recover my iOS 7 backup prior to wiping and erasing my old iPhone. But it seems like the only thing I can do is do a restore from iCloud onto my phone again. However, it doesn't seem to load all the apps etc that I should be in the backup. Are there any tools or a backup on my computer that I can access? Or should I have iCloud drive in order to do this?
