Set reminder

Can't set reminder, it's not responding. So, I went to calender and tried to set a reminder, but I can not change the time that the reminder goes off at, it's at 9am...really dumb. Help, ios 7

What's the issue with using the Reminders app for that?

If you want to do it using Calendar then create an event that takes place at a particular time and you can get reminded about it some time before it or right when it starts.

The remindeer app does not work, it's frozen. I turned my phone off and on and it still does not work

That really doesn't seem right. Have you tried resetting all settings perhaps if not reinstalling since it sounds like there's something strange going on with your device.
