I know there's a lot of options out there for this but I have specific features I would like and any advice would be appreciated.

Because I get a bad signal and intermittent Wi-Fi at work because I work at a school I really need an RSS reader that will fetch my articles server side if possible (like Google Reader used to). I would be ok with the app automatically fetching but because my signal could be lost for hours at a time and I do not want to miss anything I am not sure how this would all work.

What do you all think is the best option for a case like this? Is there any service like Google Reader around anymore? Will an auto fetching app pulled even the things I've missed due to time? I don't know enough about it to know.

Thank you for your help!
