When my GMail app tells me I have a new email, I open it up right away and it doesn't show. I need to pull-down to manually refresh and THEN the email shows. Is this normal? Thanks.

Yes. It's weird. It's like the notifications come but in the app I need to manually refresh. I would think it would have it if it notified me...

Push notification and what's in the app are different things. With background refresh it should usually have that data around the same time that the push notification comes in or shortly after it, but perhaps not always.
