I don't play many games, but I would like decent performance for OpenGL and Cuda (OpenCL?) apps and for working with 4K content (I work with petabytes of Solar Dynamics Observatory 4Kx4K data) and 4K movies, ...

I'm looking for a GPU for a MacPro 4,1/5,1:

-drives 4K displays
-runs cool, quiet and rock-solid reliable (machines are 24/7)
-good OpenGL / Cuda / ...
-

I'm also looking for a 2 pairs (4) of Intel Xeon 5680 or 5675 CPUs for a good price.

I am currently using an NVidia GTX-660, but I would like to optimize for quietness and for 4K and performance, so I am wondering which GPUs will provide similar performance at lower power and lower noise.

An nVidia GTX 750 Ti OC 2GB is likely the closest you will get. It is slightly slower but uses about half the electricity. How noisy the fan is will vary by manufacturer.

As for the CPU's you can get the X5680 and X5675 used for $200 and $175 each respectively on eBay used. I wouldn't worry about them being used. CPU's almost never fail. Server grade CPU's are even more robust.

I am thinking about 750Ti as well, if required, you can purchase from MacVidCard to get a flashed version which gives you PCIe 2.0 performance and the boot screen. Also, you may use up to 4x750Ti, which give you plenty of CUDA / OpenCL performance.

Or, if you need more performance and prefer single card solution, 970 may be a good option for you, the reference model may be already good enough. If you still need more, definitely the 980.
