iCloud Photo not importing iPhoto Library

Hi,

Back in the fall, I turned on the iCloud Photo beta on my iPhone.

Now that the Photo app is here, I launched Photo on my Mac with 200,000+ photos in an existing iPhoto library. Pointed Photos at the old library when prompted.

All that I have in Photos now is the ~2500 photos that were on my iPhone, out of chronological order. It's not importing the old library.

How can I get the old library to import?
