How to Delete Photos from iCloud photo library when running out of space?

Hi,

If I am running out of iCloud storage space and want to delete photos from my icloud photo library to regain space and save these deleted photos to my PC, what's the best way to do so? If I plug my iphone into my PC, copy the photos to my computer, and then delete them from my phone, are they deleted from the iCloud library?

Should I use a browser to go to iCloud.com and download and delete the photos from the webpage?

Thanks for your help.

Copy the photos from the phone or iCloud to a folder on your PC, then delete them from the library. If you delete them from the library without exporting first, you'll lose them.
