How to use animation feature in CSS3?

There are many, many tools for web animation; some free, some note. Here's some I've used:
1) Free, but clunky as only google can do it: https://www.google.com/webdesigner/

2) http://tumult.com/hype/

3) My go to ( but not really css3/html5): https://www.apple.com/final-cut-pro/motion/
