Is there any was to have time machine save itsd files on a PC running either linux or win xp? if so could it do it over my home network or would i have to connect it via firewire?
 
No. Time Machine needs a HFS formatted drive in order to work. Although you could access the files from XP using MacDrive.
 
Sure you can. There's a command line hack that will allow Time Machine to use other filesystems/devices than HFS.

I'm currently running a Linux box with EXT3 filesystem. I have a Samba share that my iMac sees and mounts. Time machine uses this mount to back up to. The only difference is that files are stored as 8MB "sparse" files on my Linux box.

I've been running like this for months now, without any issues. My brother has the exact same set up, and hasn't had any issues either.

More info on what I did:

1) On your linux box, create a samba share (I named mine "timemachine")
2) Go to your mac and mount the "timemachine" samba share
3) Open a terminal, and run:
defaults write com.apple.systempreferences TMShowUnsupportedNetworkVolumes 1
4) Open TimeMachine preferences and you should now see your "timemachine" share to be used as a backup device.
