yeah... it will give you a preset for it.

MP4 to DVD

Is there any way to do the opposite? Is there free software to convert my mp4 files to DVD viewable and then burn them onto DVD-RW?

not free, but you could try out VisualHub.

When using Handbrake, does it rip all the content off of the DVD, or just make a copy so you can still use the DVD?

"Ripping" a DVD or CD does not erase data from the disc. Instead, it reads the disc and creates a copy. You'll still be able to use the DVD in a standard player.

EDIT: More precisely, Handbrake reads the disc data and creates a single movie file, stripped of all the navigation menus. This file can then be loaded onto iPods, iPhones and other devices for playback.
