Really odd panel flashing when saving documents

If anyone knows what this is, please enlighten me.

Whenever I bring up the save panel in any app (by doing a 'Save As...'), I get this weird dialog pop up asking me whether I want to enable that particular application to receive network connections. That disappears within a second by itself. It does that another two times (appear/disappear) on its own and then it doesn't come back any more. Has anyone seen this before? I'm on 10.6.2. I don't understand why the standard Apple save panel would want to accept incoming connections.
