If you know that a screw turns right to tighten and left to loosen, you're all set to build a PC.

Which CPU? Whatever fits your budget.
Which GPU? Whatever fits your budget after you've bought all the rest, if you even need one, because the Intel chips and some AMD chips have graphics included.
Which RAM? The cheapest 3x4GB DDR3 1600MHz kit.
Which storage? 2TB Seagate or 3TB Seagate 7200RPM because they're on sale for $90/129, and a non-mandatory 60GB SSD for the OS.
Which Motherboard? The cheapest that fits your CPU.
Which power supply? The cheapest that has at least 500W.
Which case? Whichever one you fancy.
Which display? The cheapest full HD, 24".
