Not a photography expert here, but used the photo snapping feature while shooting a video over the weekend. Pics came out in 16:9 which is nice as they fill the whole screen. For all you photography buffs out there, is the quality of pictures taken in this manner inferior to taking a picture while in picture taking mode?

Yes, they're lower resolution. For example, when using an iPhone 5 the full camera resolution is 3264x2448 pixels. When grabbing a photo during video recording the phone is taking a single still from the video which is 1920x1080 pixels.
Resolution is only one factor at play with image quality (why you don't rely solely on MP when comparing cameras). You also have to consider motion blur, artifacts from video compression and how characteristics of the sensor affect image quality when used in video mode versus still.
