There is currently no software available from Apple or the App Store that will allow you to turn on the device remotely or have another device turn it on. If the iPod is on standby, it will become live when it receives power but will be on the lock screen. There is no way to do what you want it to do unless there a jailbreak app that forces an app to start upon waking the device from the lock screen.
