Since the iPad 5 moving past Retina, maybe the mini will also get the IGZO display
Recent reports are that the iPad 5 will not come with a Retina Display but that it will sport Sharp's new IGZO display.
Its said to be thinner, lighter and has higher pixel density than Retina. So, maybe the iPad mini 2 wont ever have a Retina. Maybe they will go directly to the IGZO display for the mini bypassing Retina totally.

That's what I'm saying. Power savings. It uses far less power than current displays, but it all depends on the size of the display. If the iPad 5 has the same 2048x1536 display as the iPad 4 in the same 9.7" size, the PPI will be the same regardless of the fact that the iPad 5 might have an IGZO display.

How can the size of the screen and resolution be the same but the PPI go up?

IGZO technology is independent of resolution, screen size, and PPI. You can have a low PPI IGZO screen or a high PPI IGZO screen.

That is what the PPI is rating. The IGZO is better then Retina. Because it will have more Pixels. Thus better display clarity.

Why doesn't apple just buy sharp
You got igzo , tvs and what ever else sharp makes ---------- So the next iPad 5 will be called The new ipad igzo |

Agreed. I don't think you know what PPI is in relation to resolution/screen size.
