App cleaners are not needed as you can trash the app, or use the provided installer. Unlike windows there's less cruft that hangs around and that stuff that does (usually in ~/Library) is easily found and removed.

Maybe because they do want to go through the Apple process to put them in the App Store! Get them here:

iStat http://bjango.com/mac/istatmenus/

Handbrake http://handbrake.fr/downloads.php

AppDelete http://www.reggieashworth.com/appdelete

Some of those apps use backend stuff that isn't allowed in apps you can get from the App Store. So that could be another reason.

In most cases, app removal software such as AppDelete doesn't do a thorough job of finding and removing files/folders related to deleted apps. For more information, read this and this. If you just want to delete the app, drag the .app file to the trash. No other software needed. If you want to completely remove all associated files/folders, no removal apps will do the job.

The most effective method for complete app removal is manual deletion:
Best way to FULLY DELETE a program
