VPP Questions and Wiping

So we roll out iPads at my business. I went out and bought the VPP codes and imported them into my MDM software. I then push the apps out to those that need them.

For security reasons we don't allow these apps to be backed up using the MDM software.

So that said user's iPad is messed up and I can reset the passcode as there is no data connection.

I wipe the iPad and start over.

Now that VPP code is used and I can't re-use it. That doesn't seem right does it?

Am I missing something?
