So I got to iMessage someone and it's important but it won't send straight away I hold the bubble and send as a text. Works for me

It's to alert you that a message has failed to send, you can retry or cancel it, whichever you want.
Well, as mentioned before, it's not the only time--you might decide to send an iMessage as a text message before it fails (typically only after 10+ minutes) so that you can get your message sent immediately and not delay and wait for it to actually fail.But it also gives you the option to "send as a text message" which is the only time you really need that option
