Photography App Question

I'm looking to take an image, keep one object in the photo in colour and turn the rest of the photo into black and white. I'll also need to add handwriting in different colours with different size fonts to the photo too. I'm using an iMac and an iPad so is there an app or service that will do this for me? Preferably free.

Have a look at Tintii, not sure if its free though.

Color Splash does it on iOS--though it's 1$ app,worth it IMO.
