Tax single people heavily, make them get married.

Limit on # of children (don't want to have too many now)

IQ test or certain income level to have children.

I think those are some good ones to start with.

Well you're advocating creating social policy based on economics. So why not throw in some more economical social policies?

I guess what i'm asking is how do you justify social policies that encourage or discourage society from behaving a certain way?

Sure, but that's arguably a second crime. Currently, we take force against the ownership and distribution of child pornography. By your argument about property, this would have to change since someone who makes child pornography could argue that the equipment, video and subsequent digital files are all property. Only the person who actually committed acts against the child could be held accountable.
