Yep, pre-release documentation are back online. I stumbled across it while the box was still marked as out, they must have just flipped it on but not updated the status yet.
Two biggest ones remaining for me are Xcode Auto Config (apparently needed to enable entitlements in apps, I currently can not enable Game Center and it's becoming a huge PITA), and developer forums, which are currently the only place on the internet you are allowed to discuss Apple pre-release software, that's also becoming a huge problem. Coming up on 11 days outage now.
