Itv player?

Why can't I connect my ipad to itvplayer without enabling location when I cando so on any PC?

That's something iTV needs to answer. It's probably just to make sure you are in area that gets iTV.

Yeh I've been told its a licensing issue but what I can't understand is how it's ok to view it on a PC but not on an ipad?

Not a bad question, but you'll have to accept it anyway to use the app. You could try contacting iTV if you aren't comfortable with sharing your location and see why they require it.
