16,000,000,000 bytes in Base 2 is 14.9GB. Factor in the OS and there's another 800MB or so gone.

Blame the marketing people for selling capacities in base 10 instead of base 2 to make the figures look better.

Same principle as the 16GB. 32,000,000,000 / 1024^3 gives 29.8GB before the OS is installed.

It is plenty of space for me, my 16GB iPhone 4 comes in at 13.7 GB, but neither that nor my 32GB iPad 2 ever have less than about 4 or 5 GB free.

Actually, Apple's GB are GiBiByte since Snow Leopard - so the system takes 2.5 GiBiByte.
Big deal, get an 32GB iPad next time. 16GB is just not enough.
