Can't open application

"You can't open the application because someone else is using it. Ask the other user to quit the application, and then try again."

The application in this case is Steam.

Can I get some troubleshooting help, please? I've tried force deleting the application and reinstalling.

I am on a network, and also have other accounts on the computer, but none of the other accounts or computers use Steam.
I'm trying logging out and logging back it.
