Is it possible to buy the new iPad with 3G unlocked?

I'm looking to purchase an iPad for someone overseas. Can I buy the iPad 3rd or 4th gen unlocked through Apple? Am I required to purchase a plan with AT&T, Verizon, or Sprint and sign a 2 year contract?


The biggest thing I'm looking for is whether or not it is unlocked, and if not, if it is easy to unlock it.

I'm pretty sure that the iPad comes unlocked. Just make sure the version you buy is compatible with their 4G standard.

ALL cellular iPads are unlocked when you buy them. WiFi iPad's cant be unlocked...because there is nothing to unlock.
