I use VZW domestically so I would naturally gravitate to the VZ LTE version of the iPad Mini. What I would like to know however is whether it is unlocked and can be used with other GSM carriers? I prefer to buy a local SIM for data when I travel.

Btw can a VZ LTE model also work with an AT&T SIM domestically? I know the LTE bands are different but would I be able to use it as a HSPA device? It can be useful if there's no VZ LTE coverage, EvDO is slow as molasses and a StraightTalk SIM might be able to get at least HSPA speeds?

Yes. All Verizon LTE apple devices (iPad or iPhone 5) are sold GSM unlocked.

This has been confirmed multiple times.
