Does it come with a built in Air Conditioner. You mean we may get a real computer soon

These are basically for HP. They are the ones funding a lot of the development and they will be the primary customer.

This offers nothing existing LGA 2011 products don't for Apple or pretty much anyone wanting a workstation.

Short Answer: No.

Long Answer: No. Apple will use E5 v3 CPUs in the next Mac Pro.

E5 v3 isn't due until 2014 (probably second half '14 to boot). So an extremely unlikely move.

E5 v2 (Ivy Bridge ) is unlikely but possible if the rest of the new Mac Pro is SNAFU'ed enough that it can't come online before Q3-Q4 '13.

There is still even money chance the next Mac Pro will have a E5 v1 (Sandy Bridge) in it.

Everyone runs away with expectations. The Intel roadmap claims a Q3 2013 release for a compatible E5 Xeon which falls into the "late 2013" promise by Tim Cook.

It fits together. Don't look beyond it or expect something other than that. What comes beyond is anyone's guess. Hope to see Apple reworking the entire Mac Pro architecture with their own processors by the end of the decade, and I hope they make some powerful computers for professional use and release them on a snappy schedule... doesn't mean they will.

Typo by me, meant v2.

Tim Cook never said "late 2013". This is just FUD and concocted hand waving after playing the "telephone game" to justify skipping Sandy Bridge. It is baseless.

The exact quote was "later in 2013". 'Late' and 'later' have two different meanings. Apple clarified this flubbed hint later as being "Mac Pro in 2013". No 'later' , 'late' , '2H-2013' connotations at all.
