Possible to buy apps from Mac App Store without a Mac?

There is a sale on an app I will want when I get a Mac later this year. Is there any way to purchase apps without yet having a Mac? Is it just tied to the same apple id as my iOS purchases that I could do from a display at a store?

You need a Mac to do the purchase, but using any Mac will be fine to do so, thus either use a friend's Mac or a Mac at a store, but do not forget to log out of the Mac App Store (MAS).
