[All iPads] Personal Hotspot under iOS 5

I have an AT&T iPad 3 running iOS 5.1.1. Recently the menu option for Personal Hotspot disappeared and I've tried every which way to get it back. Both Apple and AT&T said that I need update to iOS 6 to correct it. The manager of the apple store went so far as to agree with me that apple may have deliberately removed the feature for devices on older iOS versions to force them to upgrade.

Is anyone running iOS 5 with AT&T and still able to access the Personal Hotspot menu?
