is Verizon iPhone 4S unlocked?

I know Verizon iPhone 5 comes with GSM unlocked out of box. Is it the same thing for 4S?

No it's not. The Verizon 4S can't be used domestically anyway once unlocked, only internationally.

Your iPhone will work only with the carrier you choose.

The unlocked iPhone works only on supported GSM networks, such as AT&T in the U.S. When you travel internationally, you can also use a micro-SIM card from a local GSM carrier. The unlocked iPhone will not work with CDMA carriers such as Verizon Wireless or Sprint.
