I just want an iphone 4sI have no idea what an iPad 2 is worth. However, if you are going through all of those steps to ultimately end up cashing out, would it not be more efficient to simply sell your iP2 and be done with it?

He is trying to rip you off
$250 is high retail for the used iPhone 4. I'd definitely take it. The iPhone 4S and the iPad 2 are close to equal value. I would trade straight across.
he said it comes with $25 itunes card and it has applecare
Still not worth it.

Recently sold my old iPhone 4 on eBay for AUD$280 (approx USD$291), even though I clearly stated it had some issues (no vibrate was the biggest one) it didn't stop people bidding far past the original reserve! I'm sure the OP could probably get a bit better than $250 depending on the condition of the phone.
