I have a second hard drive in my G5 and would like to be able to remotely access it from my laptop that runs windows 7. I can remotely access the operating hard drive that has my user files, but would like to be able to access the files on the other hard drive without having to move them to the main hard drive.

System Preferences > Sharing > File Sharing
Click on the + under Shared Folders, add your second drive's volume, and set the Users access to whatever you need.
If you are writing back to the drive from the PC you may also want to Get Info.. on the drive and check the box at the bottom for 'ignore ownership on this volume' to avoid headaches with file permissions.
