Stopping users pairing Bluetooth devices

is there a way to have bluetooth enabled but to stop non admins adding new bluetooth devices. Rolling out Mac's in a network and worried about information leakage over bluetooth, would still like the ability to let staff use bluetooth mice and keyobards

I'd think blocking use of Bluetooth File Exchange would solve that issue. You can still pair new devices without it, you just can't transfer any files to those devices.
