iPad Download speed extremely slow

So I'm trying to download a movie on my iPad. I have seen it download at about 54 Kbps at the highest speed. This seemed exceptionally slow, so I downloaded a speed test app to test my connection speed and it said I should have about 5 Mbps upload and a fast 22 Mbps download. Why is this movie downloading so slow when I have such a high download capability?

I'm not downloading a torrent, I'm downloading an MP4 directly.

I realized there was something of a storm while I was downloading. Retrying today.
