[iPad Mini] Looking for an app that has a color selection tool for photos

I'm looking for an app that lets me use a color selection tool to pick a single color out of a photograph, like Photoshop has. I downloaded the Adobe express and couldn't find a color selection tool.

Any ideas?

Possibly photoshop touch (not express)?
