The US should take a leaf out of Europe's book and make locking phones illegal. That's not the law in all European countries but it is in some of them, and in others (like the UK) it's the law that the network has to give you an unlock code when you ask them, although they are allowed to charge for it.
Honestly though all phones should be sold unlocked, especially since you've probably already bought into a 24 month contract anyway, it's not like the networks can't lock you in without affecting the functionality of your phone.
