Hi Guys,
Been trying to get my 2009 Mac Pro to go to 2.93Ghz like Intel says it should:

But all I can get out of it is 2.8Ghz, which is a 21x multi not the 22x it should be for single core load.
Temperatures are about 65C for all 4 cores according to realtemp and it will 4 core 2.8Ghz perfectly.
So WTF is going on, has Apple limited the Turbo-Boost!!??
Edit: This is in Windows as I don't know how to check it in OS X.
