What software lets me edit (need to fill out forms) PDF file?

Say I'm given a PDF file that doesn't have editable fields.

What software can I use to edit those fields and produce a PDF file?

Adobe Acrobat Pro. You could copy all the text into a word processor and then edit it. Or just convert the file and edit it.

Open in preview and use the Annotate field.

It won't let you create actual "forms" but you can create text boxes and write in text on top of the PDF.

Acrobat Pro cost $450 U.S. Not a very cost effective recommendation.

You're paying for the convenience. You could technically edit a PDF in Photoshop or some other program, but it would be cumbersome.

The company who published the PDF form should have done it the RIGHT way, which would allow you to fill it out with the free Acrobat Reader (but not save it)

PDF was originally created to make read-only documents that couldn't be changed.

Check out an app called PDFpen. It can't make the fields editable, but it is an easy and convenient way to edit PDF files.
