What exact application do you want to stop?

Little snitch is THE way to do it and the costs is not that much. I'd say its worth the price

FWIW, have you tried if parental controls can do what you want ?

system preferences > parental controls.

cant you just use the firewall settings in the system preferences panel?
go there, then go to security, then go to firewall, advanced. add the program you want to block and click block connections to do it.
this is on snow leopard, i dont know what you have...

EDIT: just noticed you said firewall doesnt work either. sorry =)
