Title says it all. Don't mention Little Snitch, because I need a free way.
Firewall doesn't seem to work either.

Is there any way?

Little snitch is THE way to do it and the costs is not that much. I'd say its worth the price

cant you just use the firewall settings in the system preferences panel?
go there, then go to security, then go to firewall, advanced. add the program you want to block and click block connections to do it.
this is on snow leopard, i dont know what you have...

EDIT: just noticed you said firewall doesnt work either. sorry =)

how do you turn off Little Snitch? Or delete it completely?

I don't have it, I'm trying to help someone get rid of it.

You can use little snitch to block itself for free.
