Can I build applications for the iPhone by PHP language ?
If the answer is yes
Where do I start ?

No. PHP is for scripting and web based languages. At best, you could build an iPhone based webapp using a combination of HTML/PHP and CSS.

iUi is a javascript/css framework for making iPhone looking web applications... From there you just make it like you make any other PHP web page.
