How does flash perform?

The G4 will not work with today's YouTube, I even have problems watching SD versions of videos on my 1.07GHz G4 iBook with 1.25GB of RAM. No amount of RAM will help you there.

Flash historically performs poorly on the Mac. Any machine that old is not going to benefit from any updates Adobe has released lately, and with the majority of content upping the resolution lately on YouTube videos, I doubt it will preform very well.
How much money can you spare? Can't you wait a little longer and save enough to get a Mac Mini? Or at least find something on craigslist or somewhere that will get you into an Intel Mac?
I have a 1.5 ghz G4 and it's pretty poor with flash videos.
I had to set up a 700 mhz G4 as a temp computer for a coworker last week and that thing was a wreck. 700 mhz is really slow for today's tasks.

Under 1.33GHz I would not expect much from flash. The closest I've got to 700MHz is a 667MHz TiBook and 867MHz Tibook. The 867 can pull it off, but the 667 just can't really handle it at all. That 867MHz Powerbook also has the 1MB of L3 cache that I think helps a lot with decoding Flash.
the best of for basic flashgames and youtube up to 360p is the eMac 1.42 as it has the faster system bus 167mhz , takes 2gb ram and has a ati radeon 9600 graphics card with 64mb vram and usually the eMac's cost less then the iMac's

No, not with modern Flash, unless you can accept lags. The above poster (MacHamster) pointed you to a higher CPU clock, though the G4 is old technology, thus it will not do you any good for Flash related stuff, especially in the future.
I had a 2GHz DualCore G5 (one the latest versions) once and it wasn't able to play SD YouTube videos in Safari with OS 10.4.11.

my eMac's (have 3)1.42ghz running osx tiger (10.4.11) work really well watching youtube on 360p better in fact then my mini G4 1.42 does despite the same processor and same clock rate , but the eMac's have double the ram(2gb) and with the ati radeon 9600 the better graphics card which might help a lot in terms of youtube or general flash performance like some flash games

The eMacs were quite underrated. I can play Youtube on all of my G4's (400mh, 1.42 ghz, and dual 1.42 ghz). On my MDD dual 1.42 I can run 480p video without a problem and sometimes I can get 720p to play decently (rarely). Another thing that helps with browsing in general is G4 optimized camino witch has a built in web add blocker.

Anything else was quite snappy on the machine, just flash wasn't performing at all (CPU load of 100%).

I had the same issue on my single G5 (1.6GHz) until I uninstalled Flash 10 and put on Flash 9. Some embedded video won't work on F9, but Youtube in low-res will be just fine--with no lag. I'd try it. You also get the perk that many -adverts- require F10 to run properly...oh darn.
A PowerPC isn't going to cut it with Internet video. My iBook 1.33GHz G4 (1.5gb RAM) chugs so badly on YouTube. Get a cheap Intel Mini or 1st Gen MacBook.
More directly, a G4 and below can't handle Youtube. A well-equipped G5 can, still. But barely.
