Playing mode

I want to start a game so that there is a small window that asks if the user wants to play on a window or on fullscreen. I have made the small window and the button and I can do the fullscreen. However, I am not sure if it is best to create the window in the windowed mode in Interface Builder or from code. What is the best way to do this whole task?
