64gb model only 60gb actual capacity?

Like, as in formatted capacity. Does that sound right or did I get one with faulty flash storage?

That sounds about right. Formatting takes a good bit of space away

That is correct. 64GB is normally about 59GB usable space.

This is normal. Be happy, In my former MBA REV.A with 64GB SSD It actually only had something like 55GB. real storage.

It's not formatting, it's the way flash drives (SSD) always end up (at least with Apple).
You just fine, 128Gb amounts to 121.33Gb is sys profiler.
And IIRC original Airs had something around 55Gb

It also doesn't help that Apple uses base-2 GB for their specs and the Finder displays it in base-10 GB.

Also, I remember reading somewhere - probably Anandtech or StorageReview.com - that SSD drives REQUIRE part of the drive for temp storage when doing writes to the drive. So part of the drive is being used by the SSD controller to put data while it waits to fill the correct size block. I know I probably said that wrong and that there is a pretty complex algorithm involved with SSD data reads and writes, but that is the gist of it.

So to sum up... it's normal for SSD's to use that much space when formatted.
