How to convert an FLV or MP4 video to gif images

i would like to take a short video clip that is currently in FLV or MP4 format and turn it into a short gif image. i will also edit certain gif images for the final movie.

any recommendations on software to use for either the conversion to gif or editing the gif images themselves?

IMport the FLV into Flash (choosing the 'embed' option), and then export the movie as a GIF sequence (or QuickTime, if you then want to open it in Photoshop as a filmstrip sequence)
