Is the iPhone locked to AT&T? There are no downgrades for 4S unless a)you can jailbreak the iPhone and b)you have 5.x shsh blobs saved.

You are stuck until a jailbreak comes out for the 4S on, which could take months, the devs find a new way to downgrade with saved SHSH's or a new Gevey or similar SIM interposer comes out for the 4S on 6.0.

At present a 4S on 6.0 cannot be downgraded

You can't downgrade from 6.0 to 5.1.1. Here's the iPhone dev team's post regarding the matter.
