Carbon Copy Cloner (my preference) or Time Machine or SuperDuper.

when i worked in windows - any duplicate software clone flash drive bite to bite. But simple copying MacInstallFlashDriveForAir into file and restore it to another flash didn't make new flash bootable.
Is it normaly ? I understand that i can make some handsworking and make it bootable but is it any software which can just copy one flash to another without mind turned on ?

i think my poor english wil be understoodable for english speaking people

when i say for carbon copy - to copy Apple Flash to image, CC says me "The image wiil not be bootable"
is it joke of CC ?

when i tryed to restore image made by CC to new flash - it says

The target volume will not be bootable because a required system file (Library) does not exist at the root of the source volume.
