I am trying to download Xcode 4 from

http://developer.apple.com/xcode/index.php

using the Xcode 4.0.2 and iOS SDK 4.3 link.

But this forwards me to a page telling me "Access Denied" and that I should contact the "ADC Support Team" (link doesn't work) and reference error "P1".

I am a registered iPhone developer.

What's going on?

Works now. Apple hid a new licence agreement on some page which I eventually stumbled into.
