iCloud help!

I feel really stupid, but I cannot figure out how to get the iCloud beta. I have iTunes 10.3.1, and an iPad running 4.3 (isn't that what steve said it would need?) and a jail-broken att iPhone 4 running 4.3.1

How can I start using the automatic downloads and listings of purchased content? Macrumors says "Settings are available within the "Store" menu of the Settings application in iOS 4.3." but it is not there!

in iTunes app - go to More and you'll see the Purchased category

in App Store app - go to Updates and you'll see Purchased right on top

EDIT: for automatic downloads - go to Settings app and go to Store there you'll see:

--------------------------------------------
Automatic Downloads
Automatically download new purchases
(including free) made on other devices.
Music.......[[...] off]
Apps........[[...] off]
Books......[[...] off]

Apple ID: xxxxx@xxx,com
--------------------------------------------

This may not work on jailbroken devices!

After more searching, I found this
In the store settings menu (when i press the Apple id button), it says:

Itunes In the Cloud beta
Enabling Automatic Downloads or downloading with a previous purchase will associate this device with your Apple ID for use with iTunes in the Cloud beta.

There is no button to enable it though!
Also, there is only one button in the store section, and it is the Apple ID: [email adress]

I'm having issues with automatic downloads on iPad 2.
I have 3 devices (MBP, iPhone 4 and the iPad) all set up and confirmed as correctly configured. The icloud is working between the MBP and iPhone, but nothing gets added to the iPad when purchased from either of the other devices.... any ideas?
PS. I'm using iTunes 10.3.1 and iOS 4.3.3 on both iDevices
